How to fix the initial extent of a map?

In the case of using an online base map (e.g. ArcGIS online) having a projection WGS84 Web Auxiliary Sphere, I would like to have an extent only on France and not the whole world.

Administrator configuration

In the general configuration file of the map service (that is in the ggo_cart_viewer), one has to add in the <map> tag

<map initialextent="-2441000 5014000 3429000 6854000" top="40"> 

In order to determine the extent coordinates, ESRI provides this utility:

It is enough to fix the extent on the desired zone, and then enter the values in the tags below.
